Short answer: For students staying in the Netherlands for more than four months, accommodation and municipal registration are linked: you need to register in the BRP, and a rental contract or other proof of occupancy can be required for an address change.
This is a country guide for international and exchange students. It separates documents a landlord or platform may request before a booking from documents you may need after signing. Do not send more personal data than the process and local rules justify.

What is specific to the Netherlands
Government.nl says tenancy agreements dated from July 2023 onwards must be in writing, and landlords must provide written information about matters including deposit return and service costs. Check that the agreement identifies the home, parties, dates and house rules before treating it as usable evidence.
For an address change, Government.nl lists a valid identity document and proof of occupancy, such as a rental contract or a declaration of consent from the main occupant. This is different from a generic landlord application: it is evidence for the municipality.
Prepare a safe, minimal file
- Start with the institution. Ask the host university or student housing office which route they recommend and whether they need their own application.
- Keep identity and study proof ready. Use copies when a provider only needs to review a document; do not email an unrestricted bundle to an unverified advertiser.
- Ask what the document is for. Separate a rental application, the signed agreement and a later address-registration appointment.
- Check language and timing. Translation, original-document and registration rules can matter after arrival.
- Match every payment to a written agreement. A document request does not make an unverified listing safe.
The Dutch documents serve two different purposes
In the Netherlands, distinguish the tenancy file from the municipal registration file. A landlord selects a tenant and signs the agreement; the municipality registers an address in the Personal Records Database (BRP). A document useful for one stage is not automatically proof for the other.
What must be written down for the tenancy
Government.nl states that tenancy agreements dated 1 July 2023 onwards must be in writing. The landlord must also provide written information covering matters such as how the home may be used, repair contacts, the deposit and its return, and service costs. Check the address, room or unit, start date, rent, service costs, deposit, signatures and house rules before relying on the agreement.
Deposit and service-cost checks
- For agreements from 1 July 2023, the maximum deposit is two months’ basic rent.
- At the end of the tenancy, the deposit should in principle be returned within 14 days.
- If permitted deductions are made, the remaining amount must be returned within 30 days and the deduction should relate to listed items such as unpaid rent, service costs or tenant-responsible damage.
- A landlord may charge only service costs actually incurred and must provide the relevant overview.
These dates and limits come from the national tenant plan; a municipality may also require a rental permit for particular housing. Check the municipality for the exact address rather than treating Amsterdam, Rotterdam and every student city as identical.
BRP, RNI and proof of occupancy
If you will live in the Netherlands for more than four months, Government.nl says you must register with the municipality within five days of arrival. Registration adds you to the BRP and provides a BSN. For a change of address, the stated documents include valid identity and proof of occupancy, such as a rental contract or consent from the main occupant.
For a stay of four months or less, the non-resident route (RNI) applies instead. Before paying, ask whether the address and agreement can be used for the registration route that matches your real stay.
After you sign
If you will live in the Netherlands for more than four months, register with the municipality within five days of arrival; the municipality arranges BRP registration and a BSN. A stay of four months or less follows the non-resident route instead, so do not copy a full-year student checklist to a short exchange.
