Get the codice fiscale before the lease
The Italian Revenue Agency’s student-rental guidance tells an international student to request a codice fiscale before signing the lease. This tax identifier is used to identify parties in the contract and its registration. It is not the same as a residence permit and does not, by itself, give a right to stay in Italy.
Ask the host university which official route applies to you before arrival. Do not buy a “fast tax code” from an unofficial intermediary when the university, Italian consulate or Revenue Agency can direct you to the proper process.
Check whether the student transitional contract fits
A commonly relevant form is the contratto transitorio per studenti universitari. The Revenue Agency’s guidance describes it as generally preferable for a university student because it is designed for a limited study period and is connected to the local accordo territoriale. That territorial agreement matters: rent and contract conditions can depend on the municipality rather than one national student price.
Before signing, verify the address, room, shared areas, term, rent, utilities, notice clause and deposit. Ask which current territorial agreement and contract model are being used. The same official guide warns against unlawful clauses such as a deposit above three monthly payments and recommends an inventory recording the condition and contents of the property at handover.
The registered lease: the 30-day stage
Agenzia delle Entrate states that rental contracts must be registered by the tenant or landlord regardless of the rent amount, except contracts not exceeding 30 total days in the year. Registration must take place within 30 days of signing or the earlier start date. The RLI service is the official route used for rental registration and later changes.
Agree in writing who will register the contract and how you will receive the registration receipt. Keep the signed agreement and receipt together: “the landlord says it is registered” is weaker than a document containing the registration details.
Non-EU students: the separate 48-hour hospitality notification
For a non-EU citizen or stateless person, the person providing accommodation must submit a dichiarazione di ospitalità to the local public-security authority within 48 hours of the accommodation starting. Current Polizia di Stato guidance identifies the host—not the student—as the person responsible and commonly asks for copies of the host’s identity document, the guest’s passport or equivalent document and evidence relating to the property.
This is not the 30-day tax registration and it does not apply in the same way to an EU student. Submission method can vary by Questura or municipality, so ask the provider before arrival which office and proof of submission they will use. Keep your copy because it can matter in later immigration procedures.
An Italy-specific sequence that keeps the files straight
- Request the codice fiscale. Do this before the lease-signing stage.
- Identify the contract model. If it is a university-student transitional contract, request the applicable territorial agreement.
- Read the financial clauses. Separate rent, utilities, condominium charges, deposit and any intermediary fee.
- Sign and document the handover. Create an inventory with dated photos and meter readings.
- Obtain registration evidence. The lease-registration deadline is normally 30 days.
- If you are non-EU, confirm the host notification. The provider’s 48-hour hospitality duty is a separate action.
